The cellular industry is about as simple as the airline industries rate sheets. However, one of the things that the federal government did get right is some of the regulations on the cellular world. Every cellular provider has to transmit both an "A" and a "B" signal. Your OnStar is programmed with one as the main carrier. When you get outside of your home market and make a call, you were on the "other side". Next time this happens, do not end the call. The system will continue trying to make a good connection. When you ended the call and pushed the button again, the process started over again. This is situation that would carry across the entire cellular industry, it's not unique to OnStar.
The other problem is loading your phone number into the towers. In order for your phone to work every tower in the U.S. is loaded with your phone number (MIN). In reality the cellular companies stastically know that we only travel within a certain radius of home. So, your number is loaded into the towers within that radius.
I use to have a nationwide cellular package with AT&T. Just about everytime I was in Indianapolis I couldn't make a call. So I would have to call AT&T and let them know where I was and they'd load the number into the Indy system (which AT&T didn't have a network at the time).
