Record the road force data and know what tire goes where. Put the lowest road force tires on the front to remove that effect from the brake rotors issue. If you have some tires that have high road force, you should have the supplier replace them. There can be radial run-out of the tread, axial tread wobble and stiffness variations. Axial, wobble can create vibration but can be mostly off-axis of the road force measurement. That wobble is best detected by looking at the tire as it rotates. The technician should be checking wheel run-out and wheel wobble. If you get high road force readings with a bent wheel, its hard to blame the tire manufacturer.
I mounted four Goodyear high performance tires and two had high road force, around 50 pounds and TireRack replaced them.
I have had Road Force balancing done as you will after others mounted and balanced and the Road Force balancers often find that the tires were not balanced properly.
These things can be a huge PIA and waste of time.
