wierd starting ritual

i have a 99 saab 9-5. when i go to start it it will start but then die. when i got to start it directly after it dies it will not start just keep turning over. the engine fan will then kick on. i have to wait for the fan to kick off then i will hear a click near the ignigtion and it will then start right up. also with this problem comes my turn signals work on the outside not the inside, by radio will stop playing music randomly (power stays on but no sound), the controls on the steering wheel dont work, the dimmer control has a delay, my mileage and high beem dash icons are super bright. now sometimes the car will start right up with no problem but most of the time i must do this ritual same goes for the electronics.....most of the time they are like this but there are rare times when the turn signals will work on the inside. one more thing......my seat adjustment has never worked but when this problem started for me one day my seat was adjusting then all of a sudden the next day it didnt work again................any ideas on what all of this means????? thanks
