cost to repair / place the front bumper

Just had a fender bender this afternoon with my '01 9-5. The front bumper is scratched up a bit in the portion that is above the black rubber strip; two or three half-inch rips in the plastic skin and exposing the black filling underneath. There is also a 2" wide section of plastic skin of the front bumper that is pushed up a bit and showing signs of slight cress if you look at the reflections off the shiny plastic. All in all not really bad damage, presuming that there is no internal damange to the polymer of the bumper. Is there something internal to the bumper that I need to worry about? Is it fixable or do I have to replace the bumper to get back to the original state. How much will it cost to repair or replace it? If replacement has to be done, is it possible to get an '02 version fitted on and get me an extra inch of crumple zone? Is there any electronics fitted inside the bumper in either model years?
As for the other car, the Accord lost a number of mandated lights on its right front and gave quite a spread of broken lens covers at the intersection. Granted, the driver was making a mad dash left turn in front of me as I proceeded through the intersection, exposing more of the vulnerable side of his, more than just in the legal sense.
If the repair is less than $1000, I'd rather get it done cheaply and not have to report it to the RMV and have an accident record on my car.
