I just had this issue with our 1999 9-5 2.3LPT. Check WIS too, if you have a copy, but here was my experience: I had Fluid to headlights, but not to windshield (identical to your description). You might not expect it, but there are two (2) washer fluid pumps on the washer fluid tank - "front" pump is for the windshield. Since I had replaced both windshield check valves about 14 months ago, I doubted that was the issue. Still, I loosened the driver's side of the underhood blanket and pulled the hose loose from the "first" 3-way check valve. I routed it over the edge of the fender so that any fluid pumped would not go into the engine compartment. When I triggered the wash/wipe no fluid was pumped through that hose - and this was direct from the main "front" pump with no valve and a full washer fluid tank. From this I figured that I had two real possibilities 1) bad wiring or 2) bad pump. I would like to say that I then thoroughly checked the wiring, but the truth is that I ordered the pump. I knew that the wiring to the "rear" pump worked and that the wiring is partly shared. I figured my eleven year old pump was the more likely issue, and in that case I wanted the pump coming ASAP because it's Minnesota with salt/snow/ice and my daughter drives the car the most. Eeuroparts said the pump was on back order, but somehow they got it to me in only four days (one over my past experience).
I followed access advice from the board - jack stands, remove LF wheel, loosen wheel well liner. Two Phillips screws on fender lip edge, one 10mm hex head under Fr corner, 10mm hex screw and 8mm hex screw. Hold w. bungee. Remove "front" pump electrical connector, squeeze & remove click connector for tubing - reverse to install. It works great now; back to that nice massive squirt of fluid. Wagon has same "front" pump as sedan, but the "back" pump squirts the rear window as well as headlights - so your "back" pump should be almost the same as the "front", while sedan's is smaller.
