What it is there to do is to bypass coolant from the heater core when it is hot outside, and you want maximum air conditioning.
The heaters are full-flow, with the cabin temp controlled by adjusting the mix of outside air with heated air. But there is always some heated air mixing in with the outside air, even if you've selected full cold. The valve shuts off the heater core, and once the core cools down, it's not contributing any more heat.
