The black plastic cowl piece under the wipers is removable to access the wiper motor, wiper linkage/transmisison, blower motor, and ECU. This piece is never sealed to the glass.
If the glass has pulled loose from the car's body you will need to remove this plastic cowl piece, then reach under the edge of the windshield to place a bead of silicone on top of the existing seal.
