One Wheel Spin w/ TCS on?

Is one drive wheel supposed to be able to spin on its own even with Traction Control System on? I have a 2001 wagon, got high-centered on a pile of snow in my drive way last night. I stepped out of the car leaving the transmission in "D" by accident, and saw left front wheel turning slowly at about 1rpm while the right front wheel is not turning at all. Is that supposed to happen? BTW, I got the car out by jacking the front end up (after shifting to park of course) and placing 2x6 boards underneath.
I was just very surprised seeing that one wheel spinning (although at fairly low speed) despite TCS.
