It's low resistance, not low voltage. There are shorting pins in the airbag connectors that close when the connector is unplugged. It could be the connector at the airbag or at the contact coil or the one under the steering column. If you turn the wheel 90 degrees you can see the screws that hold the column cover on. There is one on the bottom too.
I can't recommend using an ohm meter to test a live airbag. You are applying voltage (albeit low) to a pyrotechnic device. SAAB tells us never to do this. It's best to read the value with tech2 while you fiddle with the various connectors and watch for the value to change.
