There might be a problem with the connector on the back of the radio's cage. You have to pull the radio, then pull the SID and ACC (for access), then pull the cage out. Sometimes, if the radio has been removed and reseated, the connector at the back of the cage becomes unseated, and you may be getting bad connections to the radio.
Also check in the trunk area, near the left taillight for the CD changer connector. Many 9-5s were pre-wired for a changer, and if that connector is wet, or the cable is chafing, you might get similar symptoms.
Longshot: Might the car have an AudioTroll unit installed to connect/control an Apple iPod? Those units never quite worked right (although the Aux-In only version works flawlessly, even with my iPhone 4), due to the moving targets of the Saab bus architecture, and Apple's iPod control architecture. They can cause exactly the problem you describe. The only solution is to pull over, shut off the car, remove the key, and start again. Well, you can also pull the radio head unit an inch or so out of the dash, then re-seat, but that's hard to do while driving.
