If you are seeing the "KEY NOT ACCEPTED" message in SID, then TWICE is either not seeing the programmed key, or the key is not programmed to the car. If the former, it may be just the antenna (that would be the ring around the key slot). I agree that the remote batteries in the all-in-one key are likely NOT the cause of the problem (the transponder is supposed to be powered by the antenna, and the early keys all worked like that), but it can't hurt to spend a few bucks on them, especially if the remote is NOT locking & unlocking the car for you. Then follow the battery replacement instructions in the Key FAQ (see link).
The fastest and easiest way to get a new key is via a Saab dealer or independent. You'll pay over $100 for the key, plus programming. There are other ways to lower the cost, but it'll take much longer.
HOWEVER - and this is a huge HOWEVER...
If you do not have at least one key that is accepted by TWICE, Programming of additional keys CAN NOT HAPPEN. The anti-theft subsystem in TWICE won't let you program new keys unless you can prove you have one that is programmed to the car. Also, ALL keys must be programmed to the car at the same time. You can't add one or delete just one, and if you own four, but only have two with you at the shop when you're doing programming, then only those two will operate the car.
The final solution is to buy another TWICE unit that has a key programmed with it. Then have TWICE programmed to the car (VINs must match), and then program more keys.
No 9-5 or 9-3 should ever have only one key programmed to it. I live alone, and nobody else drives my 9-5, and I own THREE keys, all programmed to the car. And I'm looking for a fourth.
