By now you should know how to use a test light properly so I don't know if that could be the reason but just to be sure.
Hook up the test light to ground and check function with known good source of voltage so that you know the test light is not at fault.
Find the correct wire at fuel pump and make sure (if you disconnected the harness) that you test for voltage at the right end (not toward pump).
I have done all of these mistakes through the years so don't take anyything for granted.
You should at least have power at pump during the prime sequence and that will verify your test light. If it doesn't come on while cranking over you might have another problem.
But since you got the pump to work ones, I still think it is the pump and you might have not tested for voltage properly.
