as a part of a repair kit sequence?
Many here - including me- have reported very good results with the repair kits which are a series of finer grit sanding discs to get rid of the yellow fog of aging. They usually come with a "sealant" to use at the end. Most of these kits can do two headlights for ~$20.
I have no experience with a sealant by itself.
