If you look at the top of WIS. Fuse 22 is supplied with +30 power which means hot at all times. So if you jumper B and C at fan speed controller, the fan motor will run until the battery is dead.
But by jumping those pins, you at least make sure the fan motor is capable of running at full speed as long as you have full battery power supplied from fuse 22.
