I think GM's hands off is all changing, though, as the "totally new" 9-3 is really the first car to arrive in the US using the "totally new" GM worldwide Epsilon platform. Although it pains me to say this, this is the same platform that will be used for the re-introduction of the, gulp, Grand Am, Regal, and Malibu in 2004.
So no, the Impala does not drive like the 9-5 yet, but the reintroduced 9-5 in 2004 or, more likely, 2005, will definitely share its platform with standard GM cars. This, of course, includes Opel. I even remember reading that the new platform (also used for the 9-5) will be engineered with a joint team from Saab and GM, for use on all kinds of mid lux Cadilacs, etc.
