Been there, done that. Sorry, I didn't research the error code. In my case, the cat failed the "official" Tech II test as well (although the car was not throwing the dead cat code), and subsequently the dealer fixed the wiring for free along with the warranty cat repair.
Loss of signal occurs, interestingly enough, on the signal line. That will be the on the pin that shows open circuit to both other pins, and no doubt that is the "pin 3" you are using. Be sure to use a DVM, not an olde fashioned ohmmeter, to measure the resistance (a precaution that holds for resistance measurements on any car new enough to have an integrated circuit.)
If you are going to do the repair yourself, note this: in addition to the junction itself, a widely known point of failure, my local dealer techs have also found it necessary on occasion to solder the crimp to the pin in the connector - both sides. Apparently the O2 sensor line uses a stainless steel conductor which tends to lose contact, both at the junction and at the connector. That's the big fat car connector, not the one where the sensor pigtail attaches.
