I'm very surprised there's no check engine light. Does the check engine light flash during the bulb-check when you start the car?
It's not the transmission slipping... it would rev pretty readily up to redline.
A big clue may be that the turbo needle isn't moving. At all. In fact, when you're laying into it, the charge air pipe is in NEGATIVE pressure. Meaning the engine is doing all the work to suck its intake air in. On a properly operating 9-5 when you hit the gas that gauge goes into the orange/red meaning the charge air pipe is in positive pressure and air is being forced into the engine by the turbocharger. I would first check to see what the wastegate arm is doing. And make sure all the vacuum lines (especially around the boost control valve over on the front passenger side) are attached and healthy.
