It can but difficulty depends if you have the accessory Saab tip that uses set srews to hold onto the tip or the factory welded tip. The accessory tip should be able to swap over without much effort. To swap the factory tip, careful cutting with a torch or plasma cutter and rewelding is possible.
Would suggest picking up a Starla rear muffler 5321658 which should have a chrome tip already factory installed. Costs about $230.
Dont forget the needed exhaust clamp for the rear muffler if its your original system. The entire rear section is one piece and needs to be cut and clamped at the correct position to fit into the replacement.
Lastly if going with an aftermarket tip, stick with stainless. Chrome rusts.
