No this pump should run only when the engine vacuum is not sufficient to power the brake booster. The power to the pump is controlled via a relay in the under-hood fuse panel. If you have minimal booster assist it might be a leaky brake booster, a bad check valve, or the control circuitry. I don't know if the relay can fail open, but I know it can fail closed. To test, steal the fog lamg relay and install it in place of the vacuum pump relay. When you say 'there is suction on the hose' at idle, does that mean the hose going to the pump (but disconnected)?
Our '99 9-5 had an issue last winter with the electric vacuum pump running constantly (opposite of your concern). I tested the booster, and found that it leaked 2 times out of 5 tests with a hand vacuum pump. I replaced both the relay and the booster, but an independent garage mechanic gave his opinion that my constantly running pump was likely only a stuck-closed relay. I cannot say whether I replaced the booster early, but even though leakage was slight, I think it was a good PM.
