Hole below starter, above oil pan

I got the turbo out of our 2002 95 Arc this weekend and was looking around while I had the exhaust down and noticed this hole that is just below the starter and just above the oil pan. Is something supposed to be in that hole? The reason I ask is because there was something in there that seemed like bits of burned black plastic. I can't seem to find it on parts diagrams but if it is supposed to have a plug or cap, now is the time to do it. -JerryC
