I think that this is a result of the increased camber from low ride heights and other factors that increase camber. The tire wants to roll as a cone, not a cylinder. A wave on the inside of the tread tends to increase the running circumference to be closer to the running circumference of the outer tread, perhaps a preferred end point.
With camber, the tire also does not want to run straight and this will affect running toe-in to some extent.
Reminds me of when I was a QA Engineer, shop could not install large hardened pivot pins in mining front end loaders. Inspectors measured the bores for the pins, they were good. The measured the diameters of the centerless ground pins with micrometers and they were also correct. No one could figure out why the pins would not fit. There can be an error in centerless grinding where the product is not round, but has three lobes. If you measure the "diameter" it is the same from any angle. What you need to do to see if the product is round is to put the part in a vee block and put a dial indicator on it and rotate the part, that will indicate out-of-round problems. So in this case, the problem parts would also have a larger running circumference than a round part.
Portions of a tire that have a wave wear pattern, cupping, have a larger running circumference.
