The problem is most likely worn out brushes in the blower fan. A new fan is ~$300, new brushes which almost fit are ~$25 but must be hand shaped to fit. Labor to remove and replace the fan motor is probably 2 hours plus, more to hand fit new brushes.
If you or a friend can remove the motor an Automotive Electrical Repair Shop (i.e. Alternator and Starter repair business) can likely fit new brushes easily. Do a search here on how to remove the blower motor.
