I agree with Les. When my car did that, it was because the recirculator arm was broken and the flap was stuck in the on (recirculation) position.
Turn the car on without starting the car. Get the fan up to full blast and cycle the recirc button on and off. You should feel a difference in the air coming out of the vents
If the air flow doesn't change, lower fan down to nothing (still with the engine off), then cycle the recirc button on and off. If you don't hear the recirc motor running for a few seconds when you cycle the button, the motor is bad. If the motor runs and the flap doesn't move, the plastic arm is broken. It's a relatively cheap part (under $30), back in the old days when you could actually buy parts.
A work around for the winter would be to get in there and manually move the arm to the no-recirculation position. That would give you till summer to fix the problem.
