downshifting problem

I have a 1999 9-5 five speed. Shifting up from 1st to 2nd is no problem, but when shifting down from 3rd to 2nd, it doesn't want to go into gear. If I bump 1st gear, as if I were trying to shift into 1st (but don't actually push into 1st) then back down to 2nd it will go right in. Hope that wasn't too confusing...any suggestions?
