Dig a little deeper under the hood. See if they're stock bulbs/ballasts.
My guess is the previous owner replaced the stock halogen lights with an aftermarket Xenon kit. The lighting system for the halogens sends a low voltage pulse through the bulb filaments to make sure they're intact after you shut them off. It's part of the filament monitoring system. This is not enough to illuminate halogen bulbs but it's enough to make Xenon bulbs flash like that.
IF that's the case, here's the fix. Open the fuse/relay box under the hood and find the relay that corresponds to "LOW BEAM LIGHTS." Put a piece of electrical tape over the center pin on the relay as pictured below, and replace the relay. This blocks the pulse voltage.
