I had some TechII work done at my 20K service on my 2000 9-5. They did charge me, stating that "it takes time to hook it up". I neglected to ask if they needed to hook it up anyway for the service call... Next time I will.
I think a charge is appropriate if it's the only thing being done or if a TechII would not normally be used, but if the dealer is hooking up the device anyway, they should make changes no-charge. It's not like scrolling thru a menu and making various selections is a lot of work.
