On US model cars (and perhaps others...) you only get the Xenons as your high beam by way of the shutter inside the headlamp. The inboard halogens are wired up only for flash-to-pass.
In Sweden and the rest of Europe, the halogens come on with your Xenon high beams.
The wiring is completely different between these two markets and it is not a simple fix to restore the halogen high beams.
If you search, you'll see many a thread on jumpers and or relays that will restore the function that seem easy. I don't recommend most of these, as the US wiring was not made to take that current.
Steve Goldberger worked out a much better and safer solution that re-wires the halogens at the headlamp. This maintains the safety of the system.
On the other hand, if you feel that the Xenon high beams are inadequate, it's probably time to consider changing your Xenon capsules. When I bought my 2002 Arc, I was very disappointed with the high beams, and was considering my options regarding the halogens, but I bought new capsules (the old ones were purplish and flickered), and suddenly, my concerns wabout inadequate high beam performance were all but gone. I could have used a little more on a few occasions, but for most suburban driving, the Xenons - with new capsules - were more than adequate on high beams.
