Gas cap -- foolish question ?

Hi All,
A foolish question, but I've working on a problem, and the answer would help. Should the gas cap on the 9-5 (mine's a 2002 Aero) seal to a *complete* vacuum, or should it allow *some* air in? In other words, if (after cleaning the cap threads, of course), I put the threaded end in my mouth and breathe in, should the cap allow that one-way flow of air? Mine does; there's a click as a valve or diaphragm of some kind opens.
I know that some cars require this, so that air can enter the tank as gasoline is used up. But I also know that some cars feature a valve to allow this somewhere else in the system.
Since I've been trying to deal with a fuel delivery problem and an 0455 code, I want to make sure the cap is functioning correctly.
I'll be replacing the fuel pump motor this weekend; I've tested the pump and while it *is* getting 2 secs. or so of current at key-on, it does not activate. I'll also be replacing a dead evap purge valve solenoid. (I've checked vacuum lines under the hood.)
But still, I want to make sure the danged gas cap is working properly.
