Caution is good advice... low miles is a bit more risky than higher miles especially for the pre-2004 cars. Definitely check for sludge in some capacity (even the coat hanger is worth a try)...
of course whether or not the transaction makes sense all depends on the absolute price and the condition of the 2 cars. These cars have depreciated substantially, and the manufacturer is no longer in business. So to some people they are pretty much worthless cars... to others, worth a fair bit! You're only moving forward 3 years, so $2000 sounds not out of the right ballpark... heck the 1999 is probably not worth much more than that to begin with (sadly)!
I will say though (with any used car purchase): expect to have to fix some things - the upgrade may exceed $2000 due to that... Sometimes the devil you know is better than the one you don't.
