Fuse 22 failure, burn up

I started my 01 SE today and idled it in the driveway (yes, I like to warm it up a bit). As I pulled out the FAN stopped--no AC no air, then it started again, but I smelled smoke and noticed smoke coming from the driver vent (near turn signal). I pulled back in the driveway and turned it off. Pulled open the fuse cover there and FUSE 22 had MELTED. It also melted part of the pastic of the fuses next to it.
Now, the underlying issue is a concern, but doesn't this have to be a failure of the 40a fuse itself? If it gets too high a load, it should simply break the connection. But if it melts the pastic and sends smoke in the cabin (and the fan was still moving air) then it sounds like it was a defective fuse.
I think in the past I had this and it was a problem perhaps with a resistor in the blower moter--I recall having this issue like 7 years ago.
Any ideas are welcome. Oh, the slot for 22 was a mess. Part of the fuse blade was stuck in the slot and there was melted plastic. Cleaned it up, pulled the fuse blade out and put a new 40a fuse, and ran the car ok for 2 or 3 minutes in driveway.
