Norm95 is right, the best medicine here is preventative.
I've got a couple of c900's in pretty reasonable shape in spite of living in the salt belt. The better one has less rust than most 9-5's even though it is much older. From my perspective, cars need to be oil sprayed annually or they rust. It's not pretty if you look under the hood, but it works. Cars are dirty to work on even without the oil.
This specific spot is among the worst on the 9-5, but there are other problem areas also (lower edges of doors + sills can rust also). Ours is a 2004 that we bought last year + it had never been oil sprayed by the PO - was dry as a bone, and was just starting to develop rust in hidden places only - nothing visible externally - yet... we had it oil sprayed last fall (Rust Check, the thin creeping stuff, sprayed inside all body cavities, under the car, etc). The initial rust wasn't bad + it should last a long time.
The problem in front of the rear fender is there is a cavity behind that little square that collects dirt. On our car, one side is perfect. The other side is just starting to bubble slightly under the paint along the edge. If you have the wheel off + look in behind there you can see a little gap in the fender lining + fender trim, no more than 1/2" square (see photo below). On the good side of our car, that was clean + empty. On the "bad" side (the one pictured), it was full of dirt + rust. That's the thing with rust, a tiny bubble is often the tip of the iceberg.
Our car is pretty good externally (you wouldn't notice it at all from the outside), so I just cleaned both sides out + sprayed liberally with rust check (other brands are good too, eg Krown, I just used rust check because that is what I've used in the past)... I sprayed all in around the fender area (under the liner, trim etc) + sprayed every bit in there (shock towers also) while doing suspension work.
If yours is really bad (massive flaking or a hole), you'll have to do something, either a metal patch or fibreglass, since this is not likely structural at all... I suspect there is a drain up in there - maybe someone knows better than me how water drains off a 9-5 + can explain, but there is one there on the c900... anyway, if so, you don't want to clog that. I'm cheap, so I'd probably cut away the rust, apply a metal mesh patch + fibreglass it, sand/mask/paint. If there was no need for drainage there (or you were able to get some sort of hose in there appropriately, I'd consider filling the cavity with mono-foam to keep dirt from collecting there in the future. We did that on our indy's advice on a bad fender on a c900 winter beater + it has held up extremely well (for 3 winters now)... but like I said, check drainage needs first.
good luck! it is very hard (or expensive) to repair rust successfully. Much cheaper/easier to prevent it, or at least nip it in the bud...
