Bi-Xenon - no high beam or flash-to-pass. Noisy leveler.

Both solenoids are clicking but I cannot get them to break free.
Also the flash-to-pass high beams don't work. Bulbs look fine.
Thirdly, the leveler(04 Wagon) vibrates the both car with a humming noise.
Lastly one bulb is blueish while the other is white. Do they change coloir as they get older? They are not bright on the highway at all as I can see my shadow from the cars coming up from behind.
