Is my water pump failing?

Hello all,
I'm looking for some advice. I have noticed that my wife's 02 Linear with "new" used engine developed squeaking noise in the belt area upon the start. It goes away once the engine is warmed up. Belt and pulleys have about 6K miles on them, original belt tensioner and water pump (so I think). So, I took the belt off, found lots of small shredded belt particles (not good!). One part of the belt ((about 2 inches long) looked V shaped and cracked in half as soon as I bent it little more. Even more no good! So, I cleaned everything very well, checked pulleys, alternator, water pump. Water pump would make humming rubber dragging noise while I was turning it by hand. There is a 1-2 mm play in the pump’s pulley. I still have the old bad engine and it’s pump turns more freely and has less play.
I put everything back and used my back up belt. No noise on start up, but…the belt sticks out about 2mm out of the tensioner pulley! (see picture). Based on Swedecar’s comments- tensioner is worn. It’s on order, car is parked for now.
The question is- how bad is my water pump? I’m intending to change it, but how much time do I have?
It also has two constant lines on the pulley (see picture)- is this a sign of the belt dragging over the pulley?
