There is no "horn pad". What you have is a spring loaded plate that the airbag mounts to. When you want the horn, you are tilting this arrangement (including the airbag) to make the necessary contact.
It's possible that there is something that could be looked at in the steering wheel. Maybe there is dust or dirt, or maybe there's a wire that is preventing you from tilting the wheel far enough to make the contact. In any case, the airbag needs to come off the wheel for anyone to get a look at it.
BTW - it works best if you only press at the corner (where the little horn icons are). Not that they always work great, but due to the tilt nature of the assembly, pushing on the middle or with both thumbs can be less effective.
If you ask me, one of the erlatively few stupid things Saab did was to take the GM model of horn operation. Earlier cars - even those with airbags - had completely separate buttons for the horn, which work much better. AND your fingers/hand won't be on the airbag in the event you're honking all the way into the other vehicle...
