Hot air is a lot less dense than cool air. So the turbo takes longer to create pressure. Being in AZ with the hot summers, I'm very familiar with what you are experiencing. Few things you can do that I've done on previous cars:
1) Change air intake to an open air intake. It allows for less restriction for the turbo to suck in air. - Best paired with a new down pipe and exhaust system to reduce restrictions.
2) get an SMBC. I think smart performance sells them still. I've put one on all 3 9-5's I've owned and it makes a big difference.
3) anticipate. I've learned to just give myself a few yards, to give me a chance to hit the gas, have the car be slow for that brief moment before the turbo kicks in.
4) look into blow off/hooter valves. The stock one always leaves for some blow off, getting a performance one would allow for boost to build more quickly, Much like getting an SMBC would do, but a more elegant solution
5) there are tons of performance upgrades you can do, such as replumb the whole intake system, But you're looking at a lot of money there.
