Depends on how well the battery was charged, temperature of the battery and battery age. The potential of the cells does not change, chemistry dictates that. With the high starting current, the voltage is the battery potential less I*R, where R is the internal resistance of the battery. With age, the internal resistance goes up. If the battery to clamp junction is corroded or oxidized, there might be a voltage drop there too. If the engine is already warm, the cranking speed will be higher and that will tend to reduce the amps to some extent, and thus reduces the load on the battery and the cranking voltage drop will be less.
Make sure that the electrolyte level is good and top up as needed with distilled water.
