The outer shell on my '01 9-5 peeled off like that and fell off on the highway. Luckily it barely stayed attached and dragged on the ground loud enough that I got off the next exit and ripped it off without someone running it over.
They may fail you if they see that much material ready to fall off. Get some thick work gloves and take the 5 minutes to wrestle that chunk off. The reason that rusts so readily is because moisture and road salt (if you're in a cold place) get trapped between the two layers of metal. Without that outer layer retaining that stuff, the inner layer will last a long time, so I wouldn't bother painting it. It's aluminized too to mitigate rusting.
