Horn buggy, but not relay

I swapped the horn relay with another like one. The horn is still buggy. I'm assuming both relays are not bad. Often, the horn will work better after some number of presses. Though that isn't a guarantee. Maybe it's like the dipping side mirror and needs more of a workout to keep functioning. My indy thinks it might be the horn itself, but didn’t test for this yet. Does that make sense if the horn works much of the time? I'm hoping to avoid pulling things apart only to find I can’t get the part and have to repeat the process.
