The stalk must be switched from Off to Rain Sensing after the car is started in order for the delay wipers to work. I learned this from posts by others after purchasing my '08 Aero. If you leave the switch in the Rain Sensing position you must turn the wipers Off then back to Rain Sensing or Slow (or Fast) for the wipers to work after you start the car the next time.
The adjustment wheel on the stalk adjusts the sensitivity of the rain sensing circuit (there are three settings, not infinate) and does not correlate to any specific time delay.
