It is two different switches for the clutch pedal independent of each other.
One switch P/N 14094368 is called Start Inhibitor Switch and cuts of the power to starter relay.
The other switch P/N 5104401 is called Pedal Contact (Clutch).
So testing the cruise function has no bearing on if the starter circuit is ok or not.
