IF the scenario I outlined above is occurring, then the "classic" test is to watch for tachometer movement while cranking the (non-starting) engine. IF no tach movement, then the engine rotation signal is not getting back to the system.
In Rob's case, even with the engine misfiring, I would expect the car's movement and transmission to moderate the rpm's. If the tach needle is bouncing all over, then CPS signal problems could be assumed.
