What kind of carseat are you breaking the buckle on?
We've had no problems with the buckle child seat lock on our '01 9-5 wagon. We use it for my 1yr son's Century SmartMove infant seat. My 6yr old daughter uses a booster, so it doesn't apply for her. I tighten the belt as tight as it will go, putting my weight in the seat to reduce slack. Granted, we hardly ever take the infant seat out-which reduces the likelihood of buckle failure that you experience. I don't like taking the seat out anyway after I have it adjusted properly. So, we have 4 carseats for our 2 cars. Just set it and forget it.
I really like the buckle childseat lock feature, as it easier to set than the other mechanism used in other cars (which requires you to pull the belt slack out entirely to engage the locking mechanism in the reel-then tighten appropiately).
Alternatively, you could use a locking clip as another person suggested.
