P1251, now surging and hesitating

Looking for help with my '03 Aero wagon, 5 speed, 115k miles. Car was running perfectly (except for an erratic idle) until I got a CEL last week, code P1251 and car went into limp home mode. I cleared the code and reset the limp home. All the hose connections to throttle body looked fine, and the tb looks clean as a whistle.
Now it is surging and hesitating under partial throttle, feels like it might stall and then surges again. If I give it full throttle it feels normal, all the power is there. In normal around town driving, horrible.
Any suggestions appreciated.
