I have two 95 Wagons and both were non operational.
Removed the cover-nozzle assemblies. In both the rubber seals to the metal axis fluid fittings were jambed up and out of position. Seems that they get that way when the vehicle is assembled. Cleaned covers with ultrasonic cleaner. Note that nozzles can be remove with a thumb nail and snapped back in.
The distorted rubber seals were not o-rings, but more like collars. I found that a single R-01 o-ring works. That should be useful info. One of the covers, the projection that holds the seals and metal fitting has part of one of the three segments partly broken and missing. I think that I can mend that.
With the cover off, running the pump on one vehicle sent a thick jet of water way out to the back. The other vehicle does not, it might gurgle for a second and that is it.
I think that the check valve is inside the door. A pain to get into, but doable. If that is not the problem:
?? how do I access the pump for the tailgate??
WIS is useless and I assume that there must be a way to not remove the front bumper.
