Help with 02 Aero xenons -- dim or leveling question

I have a similar question as others on this site but I thought I would for current thinking. My 02 aero's xenons seem dim. I was driving the other night and saw a number of cars with much brighter low beams/better distance. Thinking the xenons are tired or the leveling mechanism needs help. Headlamp housing has normal wear but nothing too hazy.
These are the original xenons. Is there a way to test the leveling? Presuming that isn't the issue, what is the recommended upgrade?
