You can replace the brushes for under $20. A new fan is over $300 and would not be a worthwhile purchase on a 1999 car.
Do a search for cabin fan brushes for details. Many folks buy replacement brushes for a Porter-Cable power tool that can be re-worked, others take their motor to an auto electrical shop (starter and alternator rebuilds) and let them tackle the job. Not very expensive whichever route you choose.
See link for photo instructions detailing how to remove the fan. Dmitry made one mistake, he neglected to remove the triangular windshield wiper linkage bracket immediately above the blower motor housing (you can see it in photos #7 and #8). Remove this too and extraction of the blower motor is much easier, remove two small visible screws and loosen one hidden screw on the bottom side to remove the bracket.
