Front tires rubbing

I have a 2000 9-5 Aero, 92k miles, stock 17" wheel and tire size, all original suspension components. Over the last few months the front tires have started rubbing on the tops of the wheel wells when going over bumps. I had a mechanic look over the front end and he didn't see anything wrong other than bad sway bar links and the rear bushings on the lower control arms were cracked, but not too bad. He said the ride height was within spec, but was at the bottom end of the range.
I measured the ride height, and according to the table on the jjjperformance site, I'm about 1" below the recommended ride height at all 4 wheels. There seems to be quite a bit of discussion around here regarding the rear ride height, but I couldn't find anything about the front.
Intuitively it seems that if the tires are rubbing, then the bump stops must not be doing their job. But I'm no suspension expert. Any suggestions would be appreciated. Thanks.
