Most of the bumper guys like the franchises Colors on Parade or Aerocolors do a good job on painted plastic bumpers, but on the black trim I don't know. I've seen alot of vinyl and trim touch up guys who paint repaint black trim with a spray can and this eventually peels and flakes. These are the guys who do interiors, but they are more experienced with texture. The Colors on Parade guys will tell you how they will do it.
Can't the whole trim strip be replaced as a part or is it all one piece with the bumper?
If it was a painted body panel, you would defintely be better off with a small or even medium size flaw than an entirely repainted panel as the new paint will not retain the color match in the long run.
