Did he check compression or make a wild guess?
If the rings are stuck in the piston grooves, you can try a product that you add to the oil and drive with it in there. Ask at a parts store for something that will free up stuck piston rings. Do not get a product that you add, idle only and drain. Do not get a product that is thick like honey, that will make things worse.
Also get a 20 ounce bottle of Techron Concentrate and add to the gas tank as per instruction. This can clean combustion chambers, injectors, pistons and rings.
After using the tank with the Techron, check oil, may appear darker than expected if things are working.
If above appears to be working, repeat for good measure, may take time to totally clean things up. Note that sometimes oil burning can get worse as deposits are removed, rings not fully release etc. And once the rings are release, they need to reseat again, aka wearing in.
Do not know your engine at all... but with a blown turbo, it can take time to get oil out of the ducting etc.
This assumes that you can drive the beast.
