You should have parking brake drag a bit on the rotors:
Here are the drum instructions from the WIS:
1) Release the handbrake
2) Check the cable is not pulling the actuating levers. If necessary, slacken the cable adjusting nut.
3) Using a screwdriver, unscrew the adjuster until the brake disc is blocked.
4) Then, unscrew the adjuster until the brake disc can be turned.
5) Repeat the procedure on the other wheel.
6) Fit the wheels (81 lb-ft torqure).
7) Adjust the handbrake cable.
And for the handbrake cable:
1) Apply the handbrake 1 notches.
2) Raise the car so that the rear wheels can be rotated freely.
3) Tighten the adjusting nut on the handbrake lever, accessible through the hole in the front partition behind the mat in the center console storage comparment, until the brake starts to engage.
4) Release the handbrake and apply it again. The wheels should be locked at the 2nd to 3rd notch.
5) Lower the car to the floor.
